How to Start a Website on Blogger:
To create a free website on blogger you must have Google
mail ID (Gmail account), if you have Google mail ID then its fine, but if you
don’t have it then please create a Google mail ID first.
After create Gmail ID go to Blogger.com, there you will see
a box in the right site and you see the option to sign in or sign up.
Click on sign up by your Gmail ID.
Now you will see some option to create your free blog site
on blogger on the left side of your profile that said “New Blog”. Click on the
New Blog.
Now you see a new box here you have to choose title, Blog address (Exam: http://bloggertips2u.blogspot.com), and you will see some Blogger template. From those templates choose a template for your blog site and click Create Blog.
Now if you want to make any change in your site then go to
your dashboard and click on Settings.
Now you can find some option to edit your blog information like, Title, (Which will show at top of your blog site and Search Engine), Description (What about your blog site/Website. Example: The site is about online business etc etc.)Etc.

And Now Click on View Blog at the top of your dashboard. Your
